fix(eve): tool loop - stop consecutive tool-error retries

Summary

• stop retry loops after 10 consecutive failed tool calls by default, configurable with limits.maxConsecutiveToolErrors
• reset the counter after successful tool progress and scope it to the active turn
• enforce the default for fresh and previously persisted durable sessions at the loop boundary
• fail conversation turns recoverably while returning terminal errors from tasks and subagents
• document the behavior and include a patch changeset

Root cause

eve 0.27.3 already returns schema-validation errors to the next model prompt. A real AI SDK harness regression test confirms that the malformed call remains correctly paired with its error in history and that a later corrected call executes successfully. Models or provider adapters can still emit the same invalid arguments on fresh calls, and eve previously had no semantic stop condition other than the session token budget.

The new default stops that loop before an eleventh failed model/tool iteration without penalizing healthy, tool-heavy runs that continue producing successful results. Agents can override the default with a different positive integer.
