fix: avoid Workflow runtime side effects from eve/next import

Summary

• Move Vercel build-output environment constants to a dependency-free leaf module.
• Prevent eve/next and eve/nuxt config imports from initializing eve’s bundled Workflow runtime.
• Add an integration regression test for the shared Workflow World resolver.
