Add new knowledge base article documenting static IPv4 configuration for VMware service VM NICs, including IP address, DNS, search domains, and routing fields. Add cross-links from VM NICs product guide and VMware import guide. Update VMware Backup/DR guide to remove outdated DHCP requirement since static IP is now supported.
