use config_found to attach viadevbus devices. Scan and attach viadevbus devices in viaenv(4) when operating over pci(4). Enable viasmb(4) attachment on older southbridges using the VIASMB1 I/O base (VT8231 and earlier). Add support for VT86C596 in viaenv(4), including an additional PCI ID to allow viasmb(4) attachment. make viasmb(4) and viaenv(4) attach properly through viapcib(4) as well as viasmb(4) at viaenv(4). attach pcib fully before scanning viadebus. avoids broken viapcib dmesg message.
