[WIP] Fix failing GitHub Actions job validate

• Inspect the failing validate GitHub Actions job logs and identify the root cause
• Review the local workflow and affected source file to confirm the failing lint rule
• Reproduce the failure locally with the existing validation commands
• Apply the smallest possible fix for the lint failure
• Run targeted validation for the changed area and confirm the validate workflow steps pass
• Scan changed files for secrets and run final review/security validation
