Summary

• Bump version from 0.1.4 to 0.1.5 in pyproject.toml
• Update opensomeip C++ submodule from v0.0.5 (446ca54) to latest main (85b4c91 — 27 commits ahead, includes clang-tidy remediation, TOCTOU race fix, packaging improvements)
• Add changelog entry for v0.1.5 covering bug: RpcClient.call() and Transport.send() silently return fake data when C++ extension is missing #17 / fix: raise errors instead of returning fake data when C++ extension is unavailable #18 (error-raising behavior) and README updates

Test plan

• CI passes (lint, type check, tests across Python 3.10–3.14 x Linux/macOS/Windows)
• After merge, tag v0.1.5 and create GitHub release
