the vocabulary was pointing to a non-existing spec lws-protocol, and to lws-notification which (IIUC) will now be merged (at least partially) into lws-core.
I also removed the "local bibliography entry" for lws-protocol, replacing it with the specref-registered lws-core.
Note that I already pushed the snapshot on TR/ for publication on Jul 14, in the interest of time.
That does not mean that this PR needs to be merged as is, if someone thinks the broken links should be fixed in a different way...
