fix(tilt): Full tilt integration rewrite

Summary

Reworks the Tilt dev setup to better match the WSM/customer install path.

• Replaces the old split Tilt install flow with a WSM-shaped wandb-operator Helm release
• Moves W&B CR generation out of the Tiltfile into a typed Go helper at hack/tilt/wandbcr
• Defaults Tilt to published server manifests via webhook defaulting, with explicit local manifest override support
• Simplifies public Tilt settings around CR generation, networking, telemetry, and local manifest development
• Removes static endpoint anchor manifests and generates Tilt-only helper manifests under .generated/
• Updates docs, sample settings, monitoring notes, and dev cleanup behavior for the new flow
