feat(builder): support TypeScript Go checks

Summary

This PR updates @rsbuild/plugin-type-check to 1.4.0 so Modern.js can pass through TypeScript Go type checking via tools.tsChecker. It documents how to enable typescript.tsgo, install @typescript/native-preview, and handle the default typescript.typescriptPath behavior in both English and Chinese docs.
