Motivation

  • Introduce a single repository entry point and formalize provider capability guidance so contributors and consumers can quickly find orientation and rollout rules.

Description

  • Add NOTICE.md as the repository backbone/index with top-level navigation and provider limitation rules.
  • Add provider rollout and capability guide at docs/guides/provider-capabilities-and-rollout.md documenting capability matrices, implementation blueprint, and API/UI parity checklist.
  • Update README.md, CODEBASE_MAP.md, and docs/README.md to reference the new NOTICE.md and provider rollout guide and bump the documented "Last updated" dates.
  • Add a "Canonical Orientation Files" section to CODEBASE_MAP.md and wire the new guide into documentation indexes.
