CI on this PR failed building PG17: pgdg dropped
postgresql-{16,17}-pgvector 0.8.1-2.pgdg12+1, so bump both to
0.8.4-1.pgdg12+1 (matching the earlier PG18 fix).
Also fix a pre-existing bug in extensions.16.json that would block the
PG16 build once pgvector is fixed: the wal2json entry pinned
postgresql-17-wal2json (wrong major), which ships only the /17/ .so, so
the file_check for /usr/lib/postgresql/16/lib/wal2json.so would fail.
