Raspberry Pi Pico Board needs DTR pin to be enabled on terminal to send data to terminal. Arduino code successfully compiled and uploaded to pico but terminal was not receiving any data from pico. I've added an option in Serial-Oscilloscope C# code to enable/disable DTR pin to work with boards that need DTR to be set.
