infra(aggregation mode): deploy services with ansible

Description

This PR introduces Ansible automation for deploying and managing the Aligned Layer aggregation mode infrastructure. The automation deploys a complete stack consisting of PostgreSQL Auto-Failover cluster, Gateway services, Poller services, and metrics stack (Prometheus + Grafana).
