Support asset -> PSR relationship to enable linking poles to their equipment.
Test Steps
Spin up jemena database, pull down a feeder, and try extract the PSRs from the poles.

Not breaking, really. However this will also incorporate protobuf and gRPC upgrades, which might probably be breaking.
