Summary

add a multi-stage Dockerfile that builds the admin UI and Go binary
ignore generated ui/dist output and keep it out of the repo
default the admin UI locale to English and move remaining hardcoded Chinese UI strings into i18n keys
update Go references to 1.26.2

Testing

npm run build
docker build -t postgrebase:test .
curl http://127.0.0.1:8090/api/health against the Docker app connected to Postgres
