Add interactive Agent Surface RFC review

Motivation

The interactive RFC review needs persistent Previous/Next controls while the reader moves between distant review cards.

Goals

• Keep navigation available while a wide-layout reader scrolls through the RFC.
• Preserve a non-overlapping, in-flow navigation layout on compact screens.

Changes

• Fix the review-card navigation to the wide-layout top-right viewport edge.
• Keep the compact breakpoint reset to normal document flow.
• Retain cyclic Previous/Next navigation, scrolling, pinning, and connection highlighting.

Boundaries and Non-Goals

• Does not change the Agent Surface Protocol text or review-card data.
• Does not run a browser visual test; the local file:// page is statically checked.

• The review is a standalone local HTML dashboard at review/agent-surface-rfc-review.html.
