Feat: cube with sugarcube (static only)

This is an example of how you would migrate this exact setup from Tailwind to sugarcube. This PR is not meant to be merged but merely to serve as a temporary example as discussed with @Andy-set-studio.

• Removes TailwindCSS and replaces functionality with sugarcube.
• Sugarcube here runs via the CLI (as opposed to the VIte plugin).
• Replaces custom design token format with DTCG-compliant design token format.
• Pass --silent to sugarcube generate if you prefer no feedback in your terminal.

I reckon we'll merge this in verbatim, but we've got a couple of projects running right now that will be candidates for sugarcube, so we'll test there first.

Perfect and no worries! I'll keep an eye on it and bump versions if there are any important updates that come out of testing. Do tell me if you hit problems or have requests - I'll be opening repo access up once I clean up a few things.
