Remove bundled UI extensions dev console

Stacked on #8023.

Summary:

• Delete the unused packages/ui-extensions-dev-console Vite app.
• Remove the deleted package from Nx, Vitest, knip, lockfile, and local ignore wiring.
• Stop serving static /extensions/dev-console assets; keep the compatibility URL redirecting to /extensions while preserving the existing extension payload contract.

Validation:

• pnpm vitest run packages/app/src/cli/services/dev/extension/server/middlewares.test.ts
• pnpm --filter app type-check
• pnpm --filter app lint
• pnpm knip
• git diff --check
