Addresses review feedback on #267 to remove the "Publishing a New Package" section from RELEASE.md. This section contained outdated PyPI Trusted Publishing instructions referencing the deleted
release.ymlworkflow. The instructions have been moved to the Azure Release pipeline documentation.Changes:
