feat: sync self-host console bootstrap

Summary

Sync the public deploy action wrapper from appaloft/appaloft after appaloft/appaloft#203.

• default install-console to PostgreSQL and port 3721
• add console-proxy input and controlPlane.install.proxy config support
• pass console-domain and console-proxy through to install.sh
• document the Traefik-managed console route and proxy none escape hatch

This replaces the old stacked deploy-action PR chain: #5, #6, #7, and #8.

Verification

• bash -n scripts/install-appaloft.sh scripts/run-deploy.sh scripts/resolve-control-plane.sh
• dry-run install-console with postgres, port 3721, domain, and console-proxy=traefik
